Colorado Model Low Energy and Carbon Code

The Colorado Energy Office (CEO) recently announced that the Colorado Energy Code Board has published its Model Low Energy and Carbon Code. These new guidelines will increase flexibility for builders by providing multiple options to achieve efficiency by removing mandatory on-site renewable energy requirements for commercial buildings and making renewable energy voluntary. At the same time, the code will, for the first time, fairly credit energy savings from high-efficiency electric heating and water heating. This means that while the code changes do not make it more difficult to build with gas, in many circumstances high-efficiency electric heating and water heating will be the most cost-effective option. Learn more about the new code here. Register for informational webinars on the new code here.

  • Kate Strauss, Partner, Galvanize Law
  • Jesse Kajer, Principal and COO, Indicate Capital
  • Adam Fenton, Managing Partner, Narrate Holdings

Session Description

This session on Contracts and Negotiation in Professional Practice gave scholars a practical and applied understanding of how contract structure, risk management, and business strategy intersect in the architectural profession. Through the use of AIA contract documents and real world examples, participants analyzed core components such as scope of services, payment terms, and risk clauses. The session emphasized how thoughtful contract language can help align agreements with firm goals, avoid over promising, and mitigate liability while setting projects up for success.

In addition to technical knowledge, scholars explored the interpersonal side of contract work, learning how to identify key players in negotiations, apply effective communication strategies, and approach difficult conversations around scope changes, additional services, and disputes. Exercises and case studies underscored the value of clear, proactive dialogue and strategic decision making. Scholars left with actionable tools for contract evaluation and negotiation, reinforcing that successful practice requires both legal clarity and strong client relationships.

Key Takeaways

  • Explored contracts as essential tools for communication, risk management, and relationship-building in architecture.
  • Featured insights from architects, attorneys, and developers on legal fundamentals and negotiation strategies.
  • Emphasized the importance of clarity, intentionality, and confidence in all contractual and professional communication.
  • Highlighted the architectโ€™s role in managing expectations, defining scope, and understanding the standard of care.
  • Key takeaway: Protect your scope, know your worth, speak clearly, and keep learningโ€”especially from those in the room.

  • Bill Turner, AIA, Founding Principal Path21
  • Kurt Lloyd Basford, AIA, NCARB, LEED AP BD+C, GGP, Principal, Stantec

Session Description

This multi-part session explored the evolving landscape of business development and entrepreneurship in architecture through two lectures, a guided site tour, and a panel discussion. One lecture addressed the personal and professional considerations involved in launching an independent practice, offering candid insights into the challenges, mindset shifts, and key steps in starting a firm. The other focused on alternative business models, highlighting how firms are rethinking traditional structures to adapt to shifting industry demands.

During the guided tour of a local project, participants examined how business development strategies directly influence design, delivery methods, and client engagement. The session concluded with a panel
of leaders from architecture and engineering firms of various sizes, who shared practical strategies for scaling operations, navigating risk, and integrating innovation into business practices. Attendees left with a broadened understanding of entrepreneurial thinking and tools to apply these concepts in their own careers.

Key Takeaways

  • Business development is built on relationships. Small, genuine moments and consistent follow-up often leave a stronger impression than any formal pitch.
  • There is no single path to entrepreneurship. Career growth comes from self-awareness, taking risks, and being open to learning through experience.
  • Collaboration can be a competitive advantage. Strategic partnerships can strengthen proposals, broaden expertise, and help win complex projects.
  • Design and business strategy are closely connected. Project delivery, user experience, and client engagement should inform design decisions from the start.
  • Adaptability is key to long-term success. Embracing changeโ€” whether in roles, firm structures, or client expectationsโ€”leads to resilience and growth.
  • Invest in people, including yourself. Emotional intelligence, mentorship, and personal development are essential for leadership and lasting impact.

Session Description

Session 6 explored sustainability, material innovation, and cultural engagement in architecture through a series of interconnected discussions and experiences. The first session was a panelist discussion, where experts from architecture, engineering, policy, and academia examined how interdisciplinary collaboration and traditional ecological wisdom shape low-carbon, high-impact solutions in the built environment. Topics included carbon-sequestering materials like Carbon Core bricks, Denverโ€™s electrification goals, and the challenges of client education. The second session focused on carbon storage strategies, disassembly-friendly design, and the importance of environmental product declarations in material selection. Together, these sessions emphasized the convergence of research, policy, and design in building healthier, more resilient, and equitable communities.

Before the final session, we toured the Denver Water campus, gaining firsthand insight into how sustainability was embedded in its development. The tour showcased water reuse systems, energy-efficient design, and systemic strategies that reflect civic responsibility and environmental stewardship. The day concluded with a session centered on tribal engagement in the Fishers Peak State Park project, where participants explored Indigenous sustainability practices, traditional building methods, and the importance of early and respectful consultation with tribal communities. The conversation highlighted the need for policy adaptation, cultural sensitivity, and long-term relationship-building to support inclusive and sustainable land stewardship.

Key Takeaways

  • Architects, engineers, policymakers, and researchers must work together to move sustainable innovations from concept to implementation.
  • Academic innovations often stall before reaching industry; stronger faculty-industry partnerships are needed to bridge this divide.
  • Sustainability depends on selecting materials with clear environmental product declarations, availability, and cost-effectiveness.
  • The campus demonstrated integrated systems for water reuse, energy efficiency, and public health in civic architecture.
  • Onsite sessions built trust with tribal participants, showing the value of co-creation and responsive engagement.

City of Denver’s New Permitting Process

This past April 2025, the City of Denver announced the creation of the Denver Permitting Office, aimed at overhauling the City’s permitting and development approval processes to make building easier, fast, and more predictable. Utilizing 280 employees across seven different departments, this office intends to complete all permits within 180 days of city review. As architects, we’re encouraged by the creation of this new office and hope this marks a turning point in the permitting process with faster review times and a more streamlined experience.

Jill Jennings Golich was appointed to the role of Director of the newly created Denver Permitting Office as of April 14, 2025.  Previously she served as deputy director for Denverโ€™s Community Planning and Development Department overseeing the areas of policy, regulation and development.  From June 2019 โ€“ April 2021 she served as Director for Community and Economic Development for Adams County. Prior to that she was at Community Planning and Development with the City of Denver, the Auraria Higher Education Center leading their planning efforts, and began her work as a consultant in the private sector.

Robert Peek is the Director of Development System Performance with the newly established Denver Permitting Office. He previously held the same role within Denverโ€™s Community Planning and Development Department, where his work was sponsored by the Mayorโ€™s Office. Before that, Robert served as a Process Improvement Specialist with the Cityโ€™s Peak Academy, focusing on streamlining city operations. Earlier in his career, he worked in advocacy and clean energy. Robert holds a Bachelor of Science from Indiana Universityโ€™s School of Public and Environmental Affairs.

Meet Jill and Robert and hear from them about the changes that have taken place and how we as architects can support the new streamlined arrangements.

Ron Stelmarski launched his architectural career at Perkins&Willโ€™s Chicago studio, where he designed museums, showrooms, and a firm monographโ€”early work that revealed his gift for combining narrative clarity with spatial innovation. His global portfolio, including projects in China and the Middle East, deepened his understanding of cultural context and architectureโ€™s power to bridge global and local identities.

Since becoming design director of the Dallas studio in 2011, Ron has helped shape the cityโ€™s architectural landscape, forging strong community ties and advocating for inclusive, expressive design. His work is known for its bold conceptual vision, structural clarity, and ability to create meaningful human experiences. As noted by critic Mark Lamster, โ€œnobody has done more to shape the cityโ€™s built environment this century.โ€

Ronโ€™s recent projects include the Dallas Convention Center, UT School of Business, the Pittman Hotel, Baylor Scott & White HQ, and CoverMyMeds HQ. He holds degrees from Yale and the University of Cincinnati, and his time assisting historian Vincent Scully at Yale continues to inform his thoughtful, rigorous approach to design.

2025 PRACTICE + DESIGN CONFERENCE

THE POWER OF

THE POWER OF is an invitation to explore and to act. The power of architecture goes beyond the built environmentโ€”itโ€™s the power to influence policy, shape processes, build stronger communities, and challenge the forces that define our built environment.

In a time of both challenge and opportunity, we ask: How are you using your power? Are you ready to lead, or content to react? Together, weโ€™ll connect with others who are engaging with changing forcesโ€”policy, technology, climate, communityโ€”and explore how design can be a proactive tool of influence and aspiration for the future.
