My Personal Observations from COP28

From November 29th to December 12th, 2023, I had the remarkable opportunity to participate in the 28th Conference of the Parties UAE (COP28), held at the Expo City, Dubai. COP28 marked a significant milestone as it concluded the first-ever ‘global stocktake’ of worldwide efforts to combat climate change under the Paris Agreement. The Conference was extended due to unprecedented negotiations that led to a groundbreaking commitment to transition away from all fossil fuels.

Expo City, renowned for hosting the six-month long 2020 Expo, showcased meticulous planning and inspirational architecture. Internationally acclaimed architects designed pavilions for participating countries, creating an awe-inspiring 1,083-acre site divided into three zones: Opportunity, Sustainability, and Mobility. This organizational structure, inherited from the Expo, was mirrored in COP28, influencing conference topics, presentations, exhibitions, and special events.

The COP venue comprised two distinct zones: the Blue Zone, reserved for accredited delegates (which AIA was) and where the official business is conducted, and the Green Zone, accessible to the public. Published statistics indicate that over 500,000 attended the Blue and Green Zones over the two weeks. Although my experiences were confined to the Green Zone, the opportunities for engagement were extensive. It was like being at 3-4 AIA conferences simultaneously.

My focus centered on topics such as the impact of climate on health, renewable energy research, and emerging technologies, yielding several key takeaways:

  • Countries globally commit to “1.5 Alive”, striving to keep the world’s average temperature within 1.5 degrees Celsius of preindustrial levels. Achieving this requires a 40% reduction in global emissions over the next six years.
  • Not only is there a focus on renewable energy, but research and exploration into forward thinking technologies such as solar fields in space and carbon sequestration strategies.  
  • There were important conversations around nuclear fusion, including the possibilities for autonomous power sources including for individual homes.  
  • The electric grid is one of the most limiting factors to energy distribution. And, with the advancements in hydrogen power, a gas grid needs to be established.  
  • Dialogues centered on using analytics and AI for precise predictions of geographic impacts due to severe weather conditions, aiding in saving lives and reducing property destruction.     
  • The refugee crisis continues to escalate unprecedented needs for housing and basic essentials.  Companies are aiding in this through quickly deployable emergency housing units. One company stated they have deployed over 90,000 emergency housing units.  
  • The cost of climate change is a significant topic. There is little agreement on paying for the destruction caused by weather events, or investment in new technologies to mitigate climate change. New financial methodologies need to be established.
  • Yet, with all the promising advancements, one presenter noted that there are 200 coal plants under construction in China.

Climate impacts have no boundaries, and the complexities are limitless. We truly are all in this together and the level of intellect and ambition going toward solving climate issues are impressive.

The primary reason for visiting Dubai was COP28, but there were so many other amazing experiences to be had.  We visited the Museum of the Future, toured Masdar City which was designed to be a sustainable eco-city, and went to Abu Dhabi driving by the Saadiyat Cultural District which includes the Louvre, Zayed National Museum, and other significant architectural projects.

Additionally, I had the privilege of meeting a US architect overseeing the Middle East operations of an international firm. He shared interesting information about the region, including the fact that most of the buildings in Dubai are less than 25 years old. There are older areas, but the extensive city Dubai has become is new, including the well-known Palm. I also learned there is a second airport being planned and construction of the Dubia Creek Tower, set to surpass the Burj Khalifa as the world’s tallest building. The dense urban area around the marina showcased impressive high-rise buildings, complemented by Dubai’s efficient metro system.

On our last night in Dubai, we had dinner with AIA leadership attending the conference. Engaging in lively discussions, we explored the leadership and innovation architects can contribute to the evolving climate conversation. Attending COP28 solidified my belief that architects can significantly and positively impact the built and natural environments.

(These observations are written with the awareness of the human rights issues associated with the UAE and construction of Expo City and are only intended to share my personal experiences while in the UAE.)

Tana Lane, AIA named Colorado State Architect

Congratulations to Tana Lane, AIA on being named Colorado State Architect! She brings a wealth of expertise from her previous role as Manager of the State Buildings Program within the Office of the State Architect (OSA), including an expert eye for how bills introduced every legislative session impact OSA, other state agencies, and the architecture profession at large. Tana has also been a valuable contributor to our Government Affairs Committee and its legislative subcommittee.

The OSA is charged with administration of state-owned buildings and these responsibilities include working with state agencies and the legislature, design and construction processes, real estate transactions, energy and environmental standards, and state planning programs. AIA Colorado looks forward to working with Tana Lane in her new role and building on our strong relationship with the OSA and previous state architects Larry Friedberg, FAIA and Cheri Gerou, FAIA.

Business Conditions Remain Soft at Architecture Firms According to AIA/Deltek Architecture Billings Index

Shape the Future of the Cherry Creek North District

Denver Community Planning and Development (CPD) is searching for two licensed architects who reside in the City and County of Denver to guide the design character of future projects in the district. By serving on the Cherry Creek North Design Advisory Board, members play a critical role in ensuring new development meets elevated standards for architectural quality and engagement of the public realm as outlined in the Design Standards and Guidelines for Cherry Creek North.

Board Composition 

The Cherry Creek North Design Advisory Board composition is defined by the Denver Zoning Code. The Board positions are:

  • three licensed architects; 
  • one licensed landscape architect; 
  • one member of the board of Cherry Creek North Business Improvement District;
  • one property owner from the district; and
  • one retailer from the district.

Two of the licensed architects positions will soon become vacant and Community Planning and Development (CPD) is searching for new members for those positions.

Board Terms, Scope, and Meetings

Cherry Creek North Design Advisory Board members will serve a term of three years and review proposed projects as part of the development review process for projects in the Cherry Creek North District. Board recommendations are forwarded to the Zoning Administrator for project approval, approval with conditions, or denial. The board is supported by Community Planning and Development staff and is expected to meet once or twice a month at the Cherry Creek North Business Improvements District office or at another location.

The Cherry Creek North Design Advisory Board reviews proposed projects within the district boundaries as shown below.

Member Qualifications

Design Advisory Board members are expected to possess knowledge of fundamental urban design principles and be able to apply them to conceptual situations. The review of future projects will require a deep understanding of the Design Standards and Guidelines for Cherry Creek North and familiarity with the Denver Zoning Code. Projects will be evaluated on a wide variety of subjects at a range of scales including site organization, building massing, architectural detailing and materials, landscape treatments, and the interface between the building and street-level public realm. Members should be comfortable reviewing projects from different design and community perspectives that relate to the Cherry Creek North context and address the functionality and vibrancy required for a successful urban environment.  

Deadline

Applications must be received by the close of business on January 5th, 2024, and include a statement of interest in and qualifications for serving on the Cherry Creek North Design Advisory Board. Attachment of a professional resume is encouraged.

ENGAGE 2023 Practice + Design Conference Wrap Up

The annual AIA Colorado Practice + Design Conference is an event you can’t afford to miss, and we’re excited that the 2023 edition promises to leave a lasting impact throughout the coming year!

At the Keystone Conference Center in Keystone, CO, over 500 AIA members, Allied Members, and industry professionals immersed themselves in cutting-edge ideas and innovations. Keynote presenters, representing the pinnacle of the architectural profession, were truly fantastic. Presentations by Tom Kundig, FAIA, Dave Goldberg, FAIA, Carol Ross Barney, FAIA, Laura Britton, AIA, and Dean Maltz, AIA, and Greg Kingsley, Ph D delivered inspiring presentations that gave attendees much to ponder. A notable addition this year was a thought provoking half-day Pre-Conference Technology Deep Dive, exploring the future of artificial intelligence in our workplaces.

The Expo Hall, with its open floor plan, served as a vibrant hub for energy and idea exchange. 52 booths, hosted by knowledgeable industry vendors and associations, offered valuable insights. In the heart of the Expo Hall was the podcast studio, led by Adam Wagoner, AIA, and his Architect-ing podcast. DPS 8th Grade Career Fair

On November 14th and 15th, the AIA Colorado J.E.D.I Education Pipeline Committee, NOMA Colorado, CU Denver CAP, and other AIA Colorado members participated in the DPS 8th Grade Career Fair. Over the two-days, 2000+ middle school students participated in the event which introduced them to a wide range of career paths and post-secondary options. The event continues the J.E.D.I. Education Pipeline’s efforts to introduce school-age students to architecture to expand career pathway exploration and diversify the profession.

Denver Important Building Code Dates To Remember

January 1, 2024 – Any building permit plans submitted on or after this date must have partially electrified space and water heating systems for all commercial, industrial, and multi-family projects. For requirements, see Denver Energy Code C403.2.4 for space heating and C404.10 for water heating.

February 1, 2024 – Any building permit plans submitted on or after this date for all commercial, industrial, and multi-family projects must document compliance with both Accessible EV Installed spaces and Universal EV Installed spaces as required by Chapter 11 of the Denver Commercial Building Code. View a Summary of These Requirements

Denver Adaptive Reuse Projects May Qualify for Assistance

Denver is piloting an adaptive reuse program in two locations: Upper Downtown and East Colfax Avenue. These pilot programs will support projects undergoing conversion to a new use or purpose by providing direct assistance to business owners, developers, and property owners as they navigate the City and County of Denver’s review and permitting system. City of Westminster has proposed adoption of the 2021 ICC Building Codes

Westminster’s full code update proposal is available for review on the city website, which includes 2021 versions of ICC building codes as well as the latest version of the NEC and the Colorado Electric Ready and Solar Read Code published by the state. The city is requesting input from the public and comments or questions regarding the proposed changes can be submitted using this survey link. A digital version of the I-Codes is available here. The city will be proposing adoption of the NEC and the IPC as the minimum standards as adopted by the State of Colorado. The adoption of the IECC and the Colorado Electric Ready and Solar Ready Code are also required minimum standards of the state as mandated by the passing of HB22-1362 (Building Greenhouse Gas Emissions) in May of 2022.

The proposed adoption and amendments to these codes is available for your review on the city website. Comments or questions regarding the proposed changes can be submitted using this survey link. Openings on 2024 AIA Colorado Board of Directors and National Councils 

AIA Colorado members have eight opportunities next year to serve on the AIA Colorado Board of Directors or as state representative to AIA National Councils. The AIA Colorado Board provides stewardship of the nonprofit and is responsible for collaboratively setting the direction of the organization through consensus driven governance, policy-making, and strategic planning. The National Councils are peer-group networks that provide insight from our state into their programming and strategy of the national level of the Institute. DORA Recommends Nine Year Continuation of Licensing for Architects

 All licensed professions must undergo periodic “sunset” reviews by the state to determine if regulation continues to protect the public. DORA conducted its review of architects, professional engineers, and land surveyors (overseen by the joint AES Board) this year and has released their formal report. We are pleased to share that DORA recommends all three professions continue to be licensed for 9 years until the next sunset review. The Colorado General Assembly must pass a new practice act in the 2024 legislative session to formally extend regulation of the three professions.

AIA Colorado has commitments from legislators in both chambers to carry this bill next year. Between now and January, staff and our Government Affairs Committee will meet with legislators and review how DORA’s recommendations impact our existing practice act. We do not anticipate that substantial changes will be required. Then we’ll shift to getting the bill over the finish line with our allies in the engineering and land surveying professions during the legislative session.

Deadline to Renew Architect License: October 31

Colorado-licensed architects are required to renew licenses in odd-numbered years by October 31, and the DORA AES Board has sent renewal notifications to your email address on file with the state. If you haven’t received the email from dpo-no-reply@state.co.us, you can update your contact info and renew your license via your Online Services account.

Remember, the annual state-required 12 HSW hours of continuing education are per calendar year. You still have until December 31 to finish this year’s hours, but need to contact the AES Board before you renew if you’re deficient in CE hours from previous years.

Design Like A Girl Workshop

On Friday, October 13th, AIA Colorado and NOMA hosted the inaugural workshop for “Design Like a Girl,” a volunteer-led mentoring program focused on introducing middle school girls to the architecture, construction, and engineering fields.

PRO Housing Grant Application

Community Planning and Development (CPD) is pursuing financial assistance from the federal government through the PRO Housing Grant to identify and remove barriers to affordable housing in Denver. Important Building Code Dates to Remember

January 1, 2024 – Any building permit plans submitted on or after this date must have partially electrified space and water heating systems for all commercial, industrial, and multi-family projects. Pre-Conference Technology Deep Dive

New this year, we’ve added a pre-conference event session focused specifically on the changing landscapes in artificial intelligence and its rapid impact on our profession.

Matias del Campo, Dr. joins us from The Architecture and Artificial Intelligence Laboratory at University of Michigan. Davon Leverett, AIA is President of AIA Arizona and Senior Adjunct Lecturer at the School of Architecture and the College of Information at the University of Arizona.

The pre-conference session, taking place at Keystone Resort Wednesday November 15th, is geared for everyone curious to learn more about topic, including attendees who are actively engaged with advanced technologies in their workplaces as well as those curious to learn more. Registration is a separate ticket from conference registration and can be purchased at the ENGAGE 2023 Practice + Design Conference website.

Designing With People + Place: A Conversation with Tom Kundig, FAIA

The opening keynote at ENGAGE 2023 Practice + Design Conference, Tom Kundig, FAIA will speak to his contextual approach to design, providing an overview of his work that often serves as a backdrop to the built, cultural, or natural landscapes that surround them. Speak at A’24 in Washington, D.C.

Every year, AIA opens a call for proposals to solicit the best speakers and content for the AIA Conference on Architecture. This year’s event includes a Call for Educational Sessions and AIA is looking for ahead-of-the-curve content from a diversity of voices and career stages. AI, smart materials, community-centered design, sustainability, wellness, and equity are a few of the 32 topics and seven tracks you can submit for, plus a variety of session formats. Call for Proposals closes at 9:59 MST October 5th.
